Janus Short-Term Bond fund symbol JASBX. From Jan 1, 2009 to September 30, 2009 this fund was up 7.37%. This fund has never lost money in a given year.

In general, higher returns require higher risk. The safest investment returning more than 3% would be a bond fund or ETF; however, even these will fluctuate in value. Go for a shorter term (less than 5-year) low-cost fund or ETF available from a good company like Vanguard.
